What's New, World Constitutions Illustrated

HeinOnline’s World Constitutions Illustrated enables legal scholars to research the constitutional and political development of every country in the world. It includes the current constitution for every country in its original language format and an English translation, as well as substantial constitutional histories for all countries. It also includes constitutional periodicals, thousands of classic books, other related works such as the World Factbook, links to scholarly articles and online resources, and bibliographic references.


2017 to Date Updates

From February 2017 to date, we have added 622 constitutional documents, updated 87 countries, and added 202 new titles to our World Constitutions Illustrated database. 

We will be posting quarterly updates for World Constitutions Illustrated right here on the HeinOnline Blog. This is the first of our updates for the year.


Angola

  • 19 documents have been added, primarily in Portuguese, and principally from the Official Gazette of Portugal, from the period 1917-2010, covering much of the constitutional history of Angola.

Argentina

  • The latest Spanish edition of the Constitution of 1853 as amended to 1994 from the Senate has been added.

Armenia

  • We added the English translation from the National Assembly of the Constitution of 1995 as amended to 2015. This is a variant translation from that of the OSCE which we included in the October 2016 release.

Austria

  • The Federal Constitutional Law was further amended by Federal Act No. 106/2016 published in the Bundesgesetzblatt of 7 December 2016. We include the text of the amending law and the consolidated text of the Federal Chancellery, both in German.
  • The Federal Constitutional Law was amended for the first time in 2017 by the Federal Act published in the Bundesgesetzblatt No. 138/2017 of 15 September 2017. The amending law concerns 13 articles. The entry into force provisions (Art. 151 (61)) are fairly complicated; most provisions enter into force some time in 2018 and 2019. We included the German text of the amending law; our own translation is in preparation.

Bahrain

  • Three Arabic documents have been added concerning the Constitution of 1973 as amended and codified in 2002: the amending laws of 3 May 2012 and 30 March 2017, and the consolidated text to 2012.

Belarus

  • Concerning the Constitution of 1991, the consolidated English translation of the most recent amending law of 16 December 2015 has been added.

Belize

  • The National Assembly  has produced a new reprint of the Constitution of 1981, this of 1 March 2017. It contains the text as amended up to and including Statutory Instrument No. 67 of 2016.

Benin

  • 7 French texts have been included covering the period 1960 (Constitution of the Republic of Dahomey) to 1990 (Constitution of the Republic of Benin, the current text).

Bolivia

  • We included the most recent edition of the Constitution of 2009 (current/latest text) of the Chamber of Deputies.

Botswana

  • 2 amending laws to the Constitution of 1966 (current text) have been added: Act 32 of 1982 and Act 5 of 2016 (most recent). 

Brazil

  • In the December 2016 release, we included the Portuguese texts of Constitutional Amendments 94 and 95 and the corresponding consolidated texts; Prof. Keith Rosenn has now updated his translations and commentary.
  • The Constitution of 1988 was amended for the first time in 2017 by Constitutional Amendment No. 96 of 6 June. We include the Portuguese text of the amending law from the official gazette and from the Presidency, and the consolidated text from the Chamber of Deputies, the Senate, and the Presidency. Prof. Keith Rosenn’s corresponding translations of the amending law and the Constitution with his commentary are also updated.
  • The Constitution of 1988 has been amended again by Constitutional Amendment No 97 of 4 October 2017. We include the text of the amending law from three sources, including the Official Gazette, and the consolidated text from three sources. 
  • The Constitution of 1988 was amended again by Constitutional Amendment No. 97 of 4 October 2017, these developments being accounted for by the Portuguese texts published in the November release. Professor Rosenn has now updated his corresponding English translations and commentary. 
  • The Constitution of 1988 was amended again by two Constitutional Amendments, Nos. 98 and 99, of 6 December and 14 December 2017. We include the texts of the amending laws from the Official Gazette, the Chamber of Deputies and the Presidency; and the current/latest consolidated texts of the Senate, Chamber of Deputies and the Presidency. 
  • The Portuguese texts of the Constitutional Amendments Nos. 98 and 99, along with Prof. Keith Rosenn’s corresponding translations. 

Bulgaria

  • Three documents concerning the Constitution of 1991 have been added:  consolidated English translations to 2015 and 2007 and an English translation of the most recent amending law of 16 December 2015.

Burkina Faso

  • We have included our own translation of the original text of the Constitution of 1991. This is part of an ongoing effort, where we will have the original and latest version of all the current constitutions. 
  • Burkina Faso is one of the more frequently accessed Francophone African countries in WCI. We have revised and added to our collection of translations concerning the current text of the 4th Republic, and now have a corresponding translation for each state of the text: from the original,  for each amending law, and for the current/latest text. This enables researchers to exactly follow the constitutional development and manipulation that has occurred since 1991. Nine translations have been added.

Cambodia

  • The Constitution of 1993 was further amended in 2014. The Constitutional Council has updated its English, French and Khmer texts which we included together with the Khmer text of the Senate. We also included the English and French translations to 2008 (the previous amendments) of the Senate.

Central African Republic

  • After a search of 16 months, the official French text of the Constitution of 30 March 2016 as published in the Official Gazette has at last been made widely available. This enabled us to make the necessary adjustments to the translation from January 2016 based on two divergent versions of the draft text. Both the French text and our own current/latest translation have now been included. 

Chad

  • We added our current/latest translation of the Constitution of Chad of 1996 as amended by Constitutional Law No. 013/PR/2013 of 3 July 2013.

Chile

  • The Constitution of 1980 as codified in 2005 was amended by Law No. 20.990 of 29 December 2016. Also included are the current/latest translation. 
  • The Constitution of 1980 as codified in 2005 was amended again by Law No. 21.011 of 2 May 2017. We included the text of the amending law in Spanish from two sources, the consolidated text of the Library of the National Congress, and our own corresponding translation.

China

  • The Constitution of the People’s Republic of China was amended by the National People’s Congress on 11 March 2018, which received much attention in the press. We include the Chinese text and an unofficial translation of the amending law.
  • The Constitution of the People’s Republic of China was amended by the National People’s Congress on 11 March 2018. Previously we included the text of the amending law and its English translation. The NPC has now provided their current/latest consolidated text. The corresponding English translation has not been posted. Additionally, some previous WCI administration has been cleaned up so that the earlier amendments of 1988, 1993, 1999 and 2004 are now fully presented in both Chinese and English. A total of nine documents have been added.

Colombia

  • The Constitution of 1991 was further amended by Legislative Act No. 1 of 4 April 2017. We included the Spanish text from the Presidency, as well as that of Legislative Act No. 1 of 2016 which never entered into force, and Legislative Act No. 1 of 2012. 
  • Two more Legislative Acts have been adopted. We included the Spanish texts and the consolidated text of the Constitution from the Ministry of Justice.
  • We include our current/latest translation and two Spanish consolidations to Legislative Act No. 1.
  • The Constitution of 1991 was amended for the fourth time this year by Legislative Act No. 4 of 8 September 2017. The amendments add significant text to Art. 361, including several transitory provisions concerning various appropriations which are part of the implementation of the Final Accord for the Termination of the Conflict. We included the text of the amending law from the Presidency and from the Ministry of Justice. Our own current/latest consolidated text has been updated correspondingly.
  • The Constitution of 1991 was amended again by Legislative Act No. 5 of 29 November 2017. We included the Spanish text of the amending law, which inserts a new Article 22A, and have updated our own current/latest translation correspondingly.
  • The Constitution of 1991 has been amended again, by Legislative Act No. 1 of 18 January 2018. We include the Spanish text of the amending law from the Offices of the Presidency, and have updated our own current/latest translation correspondingly.
  • We added the consolidated text in Spanish of the Legislative Act No. 1 of 18 January 2018. 

Costa Rica

  • We have added our own translation of the Law of Bases and Guarantees of March 1841. This is the first known published English translation of this document.

Cote d’Ivoire

  • In the November 2016 release we included the French text of the new Constitution of 8 November 2016. We have now added our own current/latest translation.
  • We have included three French texts. One concerns the current/latest original text of 2016 (3rd Republic). Two concern the Constitution of 1960 (1st Republic): the original text and a consolidation to 1995.
  • We have added 3 of our own translations concerning the Constitution of 1960 (1st Republic): the original text and its final versions of 1998 and 1999. Subsequently, there have been 2 Constitutions: of 2000 (2nd Republic)  and 2016 (3rd Republic).
  • As with Burkina Faso, we have supplemented and revised our translations of the 1st Republic (1960-2000) so that each stage of the constitutional evolution can be easily ascertained. Seven translations and one French text have been added.

Croatia

  • The Constitutional Court has produced new editions of the Constitution of 1990 as amended to 2013. We have included the Croatian and the English; the French translation has yet to be updated.

Cuba

  • The Spanish texts in our collection of documents for Cuba have been comprehensively supplemented by the addition of 35 documents covering the period 1811-1946.
  • 13 Spanish texts concerning the Fundamental Law of 1959 have been added: the original text, and 12 amending laws. We have had an original English translation for many years.

Cyprus

  • We have updated our own current/latest consolidation through the 8th Amendment of 2015. There have been two additional amendments, but the English translations have not yet been made available by the Offices of the Law Commissioner.
  • The Greek texts of the two most recent amending laws, the 9th and 10th Amendments of 2016, have been included. The Office of the Law Commissioner of Cyprus has yet to make their English translation available.

Ecuador

  • The Constitution of 2008 was further amended at the Referendum of 4 February 2018. We have included the text from the National Electoral Council, and have updated our own current/latest translation correspondingly.

El Salvador

  • We have included our own translation of the original text of the current Constitution of 1983. We have also added the text of Decree No. 3 of 1982, which returned the Constitution of 1962 to force pending adoption of the 1983 Constitution.

Ethiopia

  • We have included the Amharic and English texts of the Constitution of 1987 from the Official Gazette.

The Gambia

  • We include three amending laws of 2017 and a current/latest consolidated text of the Constitution of 1996/7. All of these are in English, the official language.

Georgia

  • English and French translations of the original text of the Constitution of 1995 have been added.
  • The Constitution of 1995 was further amended by Constitutional Law No. 1324-ES of 13 October 2017. This is a complete restatement of the Constitution, and enters into force following the elections currently scheduled for October 2018. In the interim, the Constitution consists of the prior text of 1995 as amended to Law No. 1456 of 4 October 2017, immediately followed by the new text to enter into force in 2018. A total of 7 documents in English and Georgian have been added, from the Ministry of Justice and from the Venice Commission of the Council of Europe.

Germany

  • We have included the text of the amending law of 23 December 2014, the most recent amendment, from the Bundesgesetzblatt of 31 December 2014. We previously included the consolidated German text as soon as it was made available in early 2015. 
  • The Bundestag has now made available their current/latest English translation of the Constitution of 1949 as amended to December 2014.
  • An English translation of the Basic Law of 1949, as amended to 1993, the 40th amendment, has been added.
  • The Basic Law of 1949 was amended by two Laws of 13 July 2017: BGBI I S. 2346 and 2347. We have added the texts of the amending laws from the Bundesgesetzblat and the consolidated texts of the Bundestag and of the Ministry of Justice.
  • The Bundestag has now provided their new print edition of the Basic Law as amended to 2017. The corresponding English translation has not yet been made available.

Guatemala

  • We have included our own translation of the original text of the current Constitution of 1985/6.

Guinea-Bissau

  • We began a series of our translations of the current text, the Constitution of 1984: these as amended to Constitutional Laws Nos. 1 and 2 of 1991. 
  • The series of our own translations of the Constitution of 1984 continues with consolidated translations to 1993 and to 1996 (current/latest). We also added the Portuguese text of the Constitution of 1973.

Honduras

  • We have added an additional printing of the original text of the Constitution of 1936.

Hungary

  • We have added an additional printing of the original text of the Constitution of 1936.

Indonesia

  • The latest editions of the Constitutional Court of the Constitution of 1945 [1959] have been included. There is no change to the text from what we have included earlier; however, the translation differs stylistically at a number of points.

Jamaica

  • The Constitution of 1962 was further amended by a technical amendment in 2017: the Constitution (Amendment) (Established Fund) (Payment of Pensions) Act, 2017. We have included the text of this amending law.

Jordan

  • We have added the current/latest Arabic text of the Constitution of 1952 as amended to 2016 from the Independent Election Commission. We added the English translation earlier this year.

Kazakhstan

  • The Constitution of 1995 was further amended by Law No. 51-VI 3PK of 10 March 2017. We have included two English translations of the amending law, as well as the Kazakh and Russian texts. We have also added an English translation as amended to 2011 from the Ministry of Justice.
  • The Parliament has now updated its English translation of the current/latest text of the Constitution of 1995 as amended to 2017. 
  • We have included the current/latest English translation of the Ministry of Justice of the Constitution of 1995 as amended to 2017. This translation is generally superior to that of the Parliament, which we added last month.

Kiribati

  • The Constitution of 1979 was amended by the Constitution (Amendment) Act 2016. The text of the amending law has been added. 

Kosovo

  • The Albanian, Serbian and English texts of the Constitutional Court of the Constitution of 2008, with amendments I-XXIV appended, have been included.
  • We added the current/latest text of the Constitution of 2008, as amended to 2016 in Albanian, English and Serbian. As with our Constitution, that of Kosovo consists of the original text with amendments appended.

Kyrgyzstan

  • The Constitution of 2010 was amended at the Referendum of 11 December 2016. The revised text of the whole of the Constitution was then re-promulgated by Decree of the President of 27 January 2017 No. 14. We have included the Kyrgyz and Russian texts.
  • We have included the current/latest English translation of the Constitution of 2010 as amended and re-promulgated in 2017. Also, a consolidated English translation to 1998 has been included.

Laos

  • The Constitution of 1991 was further amended in December 2015, these entering into force on 19 February 2016. This most recent consolidation is only available in Lao. We also include the Lao texts of the Constitution as consolidated to 2003 and the original text, all from the Official Gazette. We have previously included English translations of these. 

Lebanon

  • We have added 5 consolidations of the text of 1926 (as restored to force in 1937 and in 1943): 4 as amended to 1990 (Arabic, English and two French) and to 2004 in Arabic. The 1990 text is effectively the last state of the text as amended. Subsequent amending laws have been by derogation, to enable elections or extension of terms of office. 

Liberia

  • Our collection of documents for Liberia has been comprehensively updated with the inclusion of 33 documents, all in English, covering the period 1819 to 1955. These concern both the colonial period of Liberia and its history as an independent State. 

Libya

  • We have added three editions of the original text of the Constitution of 1951, including from the Official Gazette.

Lithuania

  • Our collection of documents concerning the Constitution of 1992 has been comprehensively updated with the inclusion of 55 documents, including the original text, all of the amending laws, the intervening consolidated texts, the current text as affected by the ruling of the Constitutional Court of 24 January 2014 concerning Art. 125, and the texts of the 4 enactments which are considered constituent parts of the Constitution.

Luxembourg

  • The venerable Constitution of 1868 was amended again on 18 October 2016. We include the French text of the amending law from the Official Gazette, and the consolidated text from the Ministry of State. Our own current/latest has been updated correspondingly.
  • The Constitution of 1868 was further amended on 13 October 2017 concerning exceptional powers of the Grand Duke. We have included the text of the amending law from the Official Gazette and the consolidated text of the Ministry of State. We have updated our own current/latest translation correspondingly.

Malawi

  • 19 amending laws to the Constitution of 1966 have been added, covering the period 1966-1987. The current Constitution was adopted in 1994.

Malta

  • The Constitution of 1964 has been amended again, by Act No. IV of 2018, concerning various electoral matters. The text of the amending law and the consolidated text in both English and Maltese have been added.

Mauritania

  • We have included the French text of Constitutional Law No. 2006-04, amending the Constitution of 1991. There have been further amendments in August 2017, which include the abolition of the Senate. These most recent documents have not been made widely available.
  • We have included the French text of Constitutional Law No. 2012-015 from the Official Gazette. We had previously included the text from the Prime Ministry.

Mauritius

  • There were two amending laws in 2016 to the Constitution of 1968: Acts Nos. 28 and 30. We have included the texts from the Government Gazette and from the Supreme Court.
  • We fill a gap in our collection of the amending laws to the Constitution of 1968 by including Act No. 4 of 2002 from the Government Gazette.

Mexico

  • The Constitution of 1917 was amended again by Decree published in the Diario Oficial of 5 February 2017. We have included the Spanish text of the amending law and the consolidated texts from our usual multiple sources.
  • The Constitution of 1917 was amended twice in February: on the 5th and on the 24th. The Spanish texts concerning the 5th were added in the February 2017 release. We have included the amending law and consolidated texts of the 24th. Our own current/latest translation has been added, individually, for both dates.

Mozambique

  • The collection of documents was comprehensively updated with the inclusion of 13 Portuguese texts covering the period 1976-2007, all from the Official Gazette.
  • 6 documents have been added, in Portuguese, and principally from the Official Gazette of Portugal, from the period 1946-1974. These cover the later constitutional history of colonial Mozambique.

Namibia

  • The Office of the Ombudsman has now made available a fully consolidated text of the Constitution of 1990 as amended to the Third Amendment Act of 2014;. we included the text of the amending law.

Netherlands

  • The Basic Law (Grondwet) of 1983 and the Charter (Statuut) of 1954 were both amended by a Law published in the Staatsblad 2017 No. 426, of 17 November. We have updated the consolidated texts of both in Dutch, and have added additional earlier amending laws to the Statuut from the Staatsblad. Nine documents have been added.

New Zealand

  • New Reprints of the Parliamentary Counsel Office of 16 of the laws relating to constitutional matters, the original texts of which date from 1975 to 2016, have been included.
  • Of the numerous enactments comprising the Constitution, two new reprints have been provided by the Parliamentary Counsel Office: of the District Court Act of 2016 in a Reprint of 1 January 2018 and of the State Sector Act of 1988, in a Reprint of 31 January 2018.

Niger

  • The Constitution of 2010 (VIIth Republic) was amended two times in July 2017, by Laws Nos. 2015-50 and 2017-56. We have included the French texts of the amending laws from the Constitutional Court, and have updated or own current/latest translation correspondingly.

Pakistan

  • The Constitution of 1973 was further amended by the 23rd Amendment Act. We have included the English text from the Gazette of Pakistan. 
  • We include the text of the 23rd Amendment Act to the Constitution of 1973. The National Assembly has now updated their consolidated English text, which we have added.
  • The Constitution of 1973 was amended again by the 24th Amendment Act of 22 December 2017, concerning allocation of the seats in the National Assembly. We have included the text of the amending law from the Gazette of Pakistan and the current/latest consolidation of the National Assembly.
  • Three amending laws to the current Constitution of 1973 have been added: of 1974, 1975, and 1976, all in English.

Papau New Guinea

  • The Constitution of 1975 was further amended by the Constitutional Amendment No. 43 (Dual Citizenship) Law 2016, which was certified on 29 August 2016.

Peru

  • The Constitution of 1993 was further amended by Law No. 30558 of May 2017. We have included the text of the amending law from Official Gazette and have updated our current/latest translation correspondingly.
  • The Constitution was amended again on 21 June by Law No. 30588. We have added the Spanish text of the amending law and the consolidated text of the National Electoral Panel, and have updated our own current/latest translation. 
  • The Constitution of 1993 has been amended two more times this year, for a total of four times, by Laws Nos. 30650 and 30651 of 19 August 2017. We have added the Spanish texts of the amending laws and have updated our own current/latest translation. We have also included a Spanish consolidation to 2015 of the Ministry of Justice. 
  • We have now included the current/latest Spanish 2017 consolidation of the National Congress. 
  • We have added our own translation of the original text Constitution of 1993, deconstructed from our current/latest translation to 19 August of this year.
  • The Spanish text of the Statute of the Military Junta of Government of 2 November 1848 has been added.
  • The Constitution of 1993 was further amended by Law No. 30738 of 9 March 2018. We’ve included the Spanish text of the amending law from the Congress and from the Official Gazette, and have updated our own current/latest consolidated translation correspondingly.

Portugal

  • We have included an English translation of the Constitution of 1976 in the Third Revision of 1992. The current/latest text is the Seventh Revision of 2005, which we have had in place since the outset of the collection.
  • 8 Portuguese texts concerning the Constitution of 1976 have been added from editions of the Constitutional Tribunal. These include the original text and the amending laws of 1982 through 2005. These are added to our collection of the Official Gazettes, which have been part of the collection since the outset.
  • The current/latest annotated text of the Constitution of 1976 as amended to 2005 (the 7th Revision), from the Publications of the Official Gazette, has been included. We also added an early English translation of the Charter of the Kingdom of Portugal of 1926, as published in England in 1827.

Romania

  • We have added the French translation of the Constitutional Court of the current/latest text of the Constitution of 1991 as amended to 2003.

Rwanda

  • 16 documents have been added. Concerning the Constitution of 1978, we include our own translation and the French text from the Official Gazette. We also add the text of the Aruba Peace Accord of 4 August 1992 and its 6 related Protocols of 1992-1993, all in both English and French.
  • We have added our translation of the original text of the Constitution of 1991.

Samoa

  • The Constitution of 1960 was further amended two times in 2017. We have included the texts of these two amending laws in both English and Samoan.

Sao Tome and Principe

  • Filling a long-standing gap in the collection, we have added an English translation of the Constitution of 1975 as amended in the Fifth Revision of 2003, the current/latest text. The translation was prepared by UN Women and is reproduced with the permission of that organization. 

Serbia

  • We have added an additional English translation of the original text of the Constitution of 2006 and also the Serbian text and English translation of the Law on the Implementation of the Constitution of 2006.

Seychelles

  • Two consolidated texts of the Constitution of 1993 have been added: to 2016 and to 2011.
  • The Constitution of 1993 was amended again by No. 5, which received the assent of President Faure on 18 April 2017. We have included the text of the amending law from the Official Gazette.

Sierra Leone

  • The Constitution of 1991 was further amended by the Constitution (Amendment) Act 2016. We have included the text of the amending law from the Official Gazette.

Singapore

  • The Constitution of 1963 has received a significant amendment concerning the relationship between the legislative and executive powers by Act No. 28 of 2016, which was published in the Government Gazette of 6 January 2017. 
  • The current/latest consolidation of the Constitution of 1963 as amended to 2016 has been included.

Slovak Republic

  • The Constitution of 1992 was amended on 2 February and on 30 March 2017. We have included the Slovak texts of the amending laws from the Official Gazette and the consolidated texts of the Constitutional Court and of the National Council. 
  • The Constitution of 1992 was amended again by Constitutional Law No. 71/2017 of 30 March 2017. We have included the Slovak text of the amending law from the Official Gazette and the consolidated texts of the Constitutional Court and of the National Council. 
  • We updated the Slovak texts of the Constitution of 1992 both in May and June to account for the latest amendments. The Constitutional Court has now updated their English translation, which we include.

Slovenia

  • The Constitution of 1991 was further amended by the Law of 17 November 2016, inserting a new Art. 70.a. Last month we provided the corresponding Slovenian texts. We have included the text of the amending law and the consolidated text in English, as well as an additional consolidated text in Slovenian.
  • We have included the English and Slovenian texts of the two Constitutional Acts of 1991, which implement the Basic Constitutional Charter and the Constitution. The Slovenian texts consist of the original texts of 1991 and the amending laws of 1994. The English translations are consolidated through 1994.

Somalia

  • 5 documents have been added, 3 in English and 2 in Somali from the period 1960-2012, including the current/latest text of 7 September 2012 in English.

Sudan

  • We have included two amending laws of 2015 to the Interim Constitution of 2005, in English. Additional amendments have been adopted in 2016 and 2017. 
  • 2 historical documents have been added, concerning the Agreements of 1899 and 1953.

Sweden

  • The Ricksdags Act of 2014 was amended in both 2016 and 2018. We have added the consolidated texts both from the Government [Regeringskansliet] and the Parliament [Riksdagen].

Switzerland

  • Two amending laws to the Constitution of 1999/2000 were adopted at the Referendum of 12 February 2017. These have yet to appear in the Official Register, and the consolidated text has also not been issued. We have, for the interim, included the French, German, and Italian texts of the amending laws from the Federal Gazette.
  • The Constitution of 1999/2000 was amended at the Referendum of 12 February 2017. Two initiatives were adopted. One of these two has now been consolidated into the text of the Constitution by the Federal Council, with the amending law published in the Official Compilation of the Laws. We included the French, German, and Italian texts. 
  • The Federal Council has now updated its English translation of the Constitution of 1999/2000 to the amendment of Art. 38 adopted at the Referendum of 12 February 2017. At the Referendum of 24 September 2017, and an additional amendment concerning Art. 104a was adopted. We have included the French, German, and Italian texts from the Federal Gazette.
  • Two current/latest consolidations of the Constitution of 1999/2000 have been added in French, German, and Italian: as effective 24 September 2017 and 1 January 2018. These are published as provisions of the various amending laws enter into force. The corresponding English translations have yet to be updated by the Federal Chancellery. We have also included French, German, and Italian texts of the amendments adopted at the Referendums of 12 February 2017 and 24 September 2017 from the Official Compilation (RO). 

Thailand

  • The Interim Constitution of 2014 was amended for the fourth time on 15 January 2017, further concerning the text and implementation of the new Constitution adopted at the Referendum of last year. We have included the text of the amending law in English and Thai. We have also included English translations of the first three amendments, as well as English translations of the two amending laws to the Constitution of 2007.
  • The new Constitution of B.E. 2560 (corresponding to 2017) was published in the Official Gazette of 6 April 2017. We have included the Thai text from the Gazette, and the English translation of the Council of State.

Tongo

  • The Offices of the Attorney General have now updated the current/latest consolidated text of the Constitution of 1875, in a revised edition dated 2016. We have included the English and Tongan texts.

Togo

  • The collection of documents for Togo has been comprehensively updated, adding 26 documents concerning the 80-year period from 1922 to 2002. Among these is our own translation of the original state of the current text of 1992 as amended. 

Trinidad and Tobago

  • We have replaced the original text of the current text of the Constitution of 1976 with a better copy, and have added the texts of 6 amending laws from the period 1978-1987.

Turkey

  • By the Referendum of 16 April 2017, the controversial amendments to the Constitution of 1982 were adopted, which transformed the country from a parliamentary democracy into a presidential system. Even though the official results are in dispute, we have included the relevant texts, as the amendments have been the cause of so much attention and debate. We have included, therefore, the text of the amending Law No. 6771 of 21 January 2017 from the Official Gazette, and from the Venice Commission in English translation. The Venice Commission has also prepared an English consolidated text. Assuming that the referendum result survives the various legal challenges, the official Turkish text of the Constitution should be updated quickly by the Grand National Assembly. 
  • We have included the current/latest Turkish text of the Constitutional Court and the English translation of the Turkish Judiciary, of the Constitution of 1982 as amended by the controversial Referendum of 16 April 2017.

Turkmenistan

  • We have included the current/latest English translation of the OSCE of the Constitution of 1992 as amended to 2016.

Uganda

  • The Constitution of 1995 was further amended by the Constitution (Amendment) Act 2017, removing the age limit of 75 for presidential candidates. We have included the official text of this controversial amending law in English.

Ukraine

  • The Constitution of 1996 was amended on 2 June 2016 by the Law on Amendments to the Constitution of Ukraine (Concerning Justice). A large number of Articles were either amended, inserted or abrogated, and a number of Transitional Provisions were also added. We have included the text of the amending and the consolidated text in Ukrainian, and the English consolidated text of the Constitutional Court. 

United Kingdom

  • Two Acts concerning constitutional matters have been added: the Wales Act 2007 (Chapter 4) and the European Union (Notification of Withdrawal) Act 2017 (Chapter 9). In both cases, the Explanatory Notes which accompany the original enactment have also been included.

Uzbekistan

  • The Constitution of 1992 was amended by 2 laws this year: ZRU-426 of 6 April, and ZRU-430 of 31 May. We have added a total of 16 documents to the collection concerning these and earlier amendments, and including the current/latest consolidated texts. 
  • The Constitution of 1992 was further amended by Law No. ZRU-439 of 29 August 2017. The text of the amending law and the consolidated text are only (for the moment) available in Russian and Uzbek.

Vanuatu

  • We have included the consolidated French text of the Constitution of 1979/1980 in the edition of 2006 (as amended to 1983). We have included the English text for some time.

Zimbabwe

  • We have added the first amendment to the Constitution of 2013, both in the form of the Bill, and the final Act which received assent on 7 September 2017.
