Back in May, we updated our users on the content that was released in the World Constitutions Illustrated database dating back to February 2017. Since then, we’ve added even more content! Read below to find out what documents have been added to this ever-growing database.

May 2018 to Date Updates

Since the last content news update, we have updated 31 countries and added nearly 100 new titles to the World Constitutions Illustrated database.

We will continue to post constitutional content news right here in the HeinOnline blog. This is our second update of the year.


  • The Federal Constitutional Law was amended for the first time in 2018 by Federal Act No. 22/2018 of May 15, 2018. Now available is the text of the amending law from the Official Gazette and two consolidated texts: the German text of the Federal Chancellery which includes all provisions in force on May 25, 2018; and the diglot German/English text of the Federal Chancellery which includes all amendments adopted through Federal Act No. 138/2017 of September 15, 2017 in the German text and to Federal Act No. 102/2014 in the English text.


  • The Coordinated Belgian Constitution of 1994 was amended again on October 24, 2017. Now available is the triglot text of the amending law from the Moniteur Belge, the consolidated English, French, Dutch and German texts of the Constitutional Court, and the French and Dutch texts of the Ministry of Justice.


  • The French text of Constitutional Law No. 90-022 of August 13, 1990, is now available. This is the interim constitution in force prior to the adoption of the current constitution on December 11, 1990.


  • A new constitution was adopted in Burundi at the Referendum of May 17, 2018. The text was subsequently promulgated on June 7, 2018. Users can now find the referendum text from the Independent National Electoral Commission, the signed text as promulgated of the Parliament, and our own corresponding current/latest

Cape Verde

  • Two documents in Portuguese are available: the Organic Statute of 1974 and the consolidated text of the current text of 1992 as amended by Constitutional Law No. 2/III/90.


  • The Constitution of 1996 was replaced by a new Constitution promulgated on May 4, 2018. The text in French from the Presidency and our own current/latest translation are now available.


  • The Constitution of 1980 as codified in 2005 was further amended by Law No. 21.096 of June 5, 2018. We have the text of the amending law from the Diario Oficial and from the Library of the National Congress, as well as the consolidated Spanish text of the latter. We have also updated our own current/latest translation correspondingly.


  • The Constitution of 1991 was amended for the second time in 2018 by Legislative Act No. 2 of July 17, 2018. The text of the amending law from the Presidency and from the Official Gazette, and the consolidated text of the Alcaldia Mayor of Bogota are now available. Our own current/latest translation is updated correspondingly.


  • The translation of the Constitution of 2001 to include the amendments of Decree No. 14-045/PR of 24 March 2014 is now updated. This is the final state of this text, as a new Constitution was adopted at the referendum of July 30, 2018. We will have the translation of the new text in the September or October release.

Democratic Republic of the Congo

  • Users can now find our translation of Constitutional Decree Law No. 003 of May 27, 1997. This text is one of three transitional documents between the Constitution of 1967 and the current text of 2006.

East Timor (Timor-Leste)

  • The official original Portuguese text of the Statute of the Province of 1955 is now available.


  • Concerning the current Constitution of 1991, the Constitution of the 3rd Republic, we now have four of our own translations providing the state of the text as of 1994, 1995, 1997 and 2000. World Constitutions Illustrated now enables comparativists to study the complete evolution of the text from its origins in 1991 to its current state of 2018.


  • Users can now find two French texts concerning the original text of the Constitution of 1990 (the Third Republic).

Guinea Bissau

  • Two texts are available: the official Portuguese text of the Statute of the Province of 1955 and an original text of the Constitution of 1973 in French.


  • The Fundamental Law of 2011 was amended for the seventh time on June 28, 2018. The text of the amending law from the Magyar Kozlony and from the Parliament is now available. Amending laws in Hungary typically require the subsequent publication of the consolidated text, which we have also included from the Magyar Kozlony and from the Parliament. The Ministry of Justice now has an updated its English translation.


  • The Ministry of Law and Justice’s current/latest consolidated text of the Constitution of 1949/1950 as amended to the 101st Amendment Act of 2016 is now available.


  • The Constitution of 1937 was amended at the Referendum of May 25, 2018, with the adoption of the 36th Amendment. The text of the Act has not yet been made available, but users can find the diglot text of the Bill and the accompanying Explanatory Memorandum.


  • Basic Laws of Israel is now updated to include the current/latest Hebrew texts and English translations, together with the Hebrew original texts from the Official Gazette. This includes the controversial new Basic Law: The Nation-State of the Jewish People, which was adopted by the Knesset on July 19, 2018. Users can find a total of 29 new documents. Over the next months, the texts of the various amending laws to the Basic Laws will be added.


  • The current Constitution of 1992, which was never amended, now includes French texts from the Constitutional Court and from the Directorate General of the Territorial Collectivities. While the text has not changed, these represent the latest editions of the document available. We have had our own corresponding translation since 2011.


  • The Constitution of 1964 was amended for the second time this year by Act No. XXII of June 21, 2018. Users can now find the text of the amending law and the current/latest consolidated text in both English and Maltese.


  • The Constitution of 2004/2005 received its first major amendment through Law No. 1/2018 of June 12, 2018. The text of the amending law from the Official Gazette is now available. Following standard Lusiphone legal protocol, the consolidated text immediately follows the amending law in the Boletim da Republica. The text was extensively modified and renumbered. Also available is our own current/latest translation of the amended articles within the previously published translation of the Constitutional Council.

New Zealand

  • Five reprints are available concerning legislation which makes up the multi-document constitution of New Zealand. The new Intelligence and Security Act of 2017, as well as reprints to The Privacy Act of 1993, the Te Ture Whenua Maori/Maori Land Act of 1993, and the Ombudsmen Act of 1975 are also now available.


  • Users can find two of our own translations concerning the Constitution of 1999 (the Fifth Republic): the original text, and the consolidated text as of 2004.
  • The French consolidated text to 1965 of the Constitution of 1960, the 1st Republic is available as well as our own translations of the 2nd, 3rd and 4th Republics of 1989, 1992, and 1996.
  • The text of 1966 from the Journal Officiel is now available.


  • The Constitution of 1999 was amended by 5 separate Acts of May 31 and June 7, 2018, which together comprise the Fourth Alteration Act of 2018. We have the signed/assented Bills of each. Also available are the previous consolidated text (original text with amendments appended) to the Third Alteration Act of 2010 of the Ministry of Justice.


  • The Constitution of 1973 was further amended by the 25th Amendment Act promulgated June 4, 2018. The text of the amending law from the Gazette of Pakistan and the current/latest consolidated text are now available.

Sao Tome and Principe

  • The official original Portuguese text of the Statute of the Province of 1955 is now available.


  • Users can find the 2018 edition of the Constitution of 1978 as amended to 2011, from a joint publication of the Constitutional Tribunal and the Official Gazette.


  • The Proclamation of King Sobhuza II of April 12, 1973, is available. This stands together with the Constitution of 2005 as the fundamental ruling documents.


  • The Federal Chancellery now includes its English translation of the Constitution of 1999/2000. This represents the current/latest text, in force as of January 1, 2018.
