HeinOnline’s World Constitutions Illustrated: October 2025 Update

The study of constitutional law depends on access to original texts, amendments, and the historical context that shapes them. HeinOnline’s World Constitutions Illustrated is the most comprehensive resource of its kind, containing current and historical constitutions for every country, along with amending laws, consolidated texts, classic constitutional works, scholarly commentary, and related periodicals. Updated monthly, this ever-expanding database allows researchers to trace the constitutional and political development of nations around the world with both primary documents and carefully curated secondary sources.

Earlier this year, we highlighted new content added through July 2025. Since then, we’ve continued building on this foundation. Read on to explore the latest updates, which include new constitutional documents for 18 countries and 58 newly added titles.

Updates from July 2025 to Date

Brazil

The Constitution of 1988 was further amended by Constitutional Amendment No. 136 of 2025. We have added the text of the amending law in Portuguese from the Chamber of Deputies, Presidency, and Official Gazette. We also now include the consolidated text, updated to 2025, in Portuguese from the Presidency and Chamber of Deputies.

Bulgaria

We now include the Constitution of 1991, as amended to 2023, in English from the Constitutional Court.

Cambodia

The Constitution of 1993 was further amended by the Amending Law of 2025. We have added the text of the amending law in Khmer from the Ministry of Justice.

Cyprus

The Constitution of 1960 was further amended by the Twenty-First Amendment of the Constitution Law of 2025. We have added the text of the amending law in Greek from the Official Gazette. We also now include the consolidated text, as amended to 2025 [Law 130(I) of 2025], in Greek from the Cyprus Bar Association and the Office of the Law Commissioner.

We have added the English translations of the following amending laws from the Office of the Law Commissioner:

  • Seventeenth Amendment of the Constitution Law, 2022
  • Sixteenth Amendment of the Constitution Law, 2022
  • Fifteenth Amendment of the Constitution Law, 2020
  • Fourteenth Amendment of the Constitution Law, 2019
  • Thirteenth Amendment of the Constitution Law, 2019
  • Twelfth Amendment of the Constitution Law, 2019
  • Eleventh Amendment of the Constitution Law, 2019
  • Tenth Amendment of the Constitution Law, 2016
  • Ninth Amendment of the Constitution Law, 2016

Djibouti

We now include the consolidated text of the Constitution of 1992, as amended to 2006, in French from the Venice Commission.

El Salvador

The Constitution of 1983 was further amended by Legislative Decrees 370 and 371 of 31 July 2025. We now include the texts of the amending laws in Spanish from the Legislative Assembly. The Constitution of 1983 was also amended by the Legislative Decree of 26 February 2025. We have added the text of the amending law in Spanish from the Legislative Assembly.

Additionally, we include the consolidated text, as amended to 2025 [Legislative Decree No. 371], in Spanish from the Legislative Assembly, and our own updated consolidated text in English.

Malaysia

The Constitution of 1963 was further amended by Act A1767 Constitution (Amendment) (No. 2) Act of 2025. We have added the text of the amending law in both Malay and English from the Government.

Maldives

We have added the consolidated text of the Constitution of 2008, as amended to 2024, in Dhivehi from the Ministry of Information.

Malta

The Constitution of 1964 was further amended by Act No. XVI of 2025. We now include the text of the amending law in both Maltese and English from the Gazette of the Government of Malta. We also now include the consolidated text, as amended to 2025, in both Maltese and English from the Ministry of Justice.

Marshall Islands

We now include the consolidated text of the Constitution of 1979, as amended to 2025, from the Judiciary. We have also added the Constitution of 1979 in Marshallese from the Judiciary.

Mauritius

The Constitution of 1968 was further amended by Act No. 10 of 2025. We have added the text of the amending law from the Official Gazette and Supreme Court.

New Zealand

We have added seven reprints from the Parliamentary Counsel Office to the collection of statutory acts governing constitutional matters in New Zealand. We now include the consolidated text of the:

  • Public Service Act of 2020, updated to 1 July 2025
  • Crown Entities Act of 2004, updated to 1 July 2025
  • Local Government Act of 2002, updated to 1 July 2025
  • Electoral Act of 1993, updated to 1 July 2025
  • Official Information Act of 1982, updated to 5 April 2025
  • Citizenship Act of 1977, as updated to 26 November 2024
  • Ombudsmen Act of 1975, as updated to 1 August 2025

We have added the Constitution of 2010 [VIIth Republic], as amended to 2017, in French from the Government.

Portugal

We have added the consolidated text of the Constitution of 1976, as amended to Constitutional Law No. 1/2005, in Portuguese from the National Assembly. The special edition was published in 2021.

San Marino

We have added to the collection of Fundamental Laws for San Marino. We now include the following constitutional laws in English from the Grand General Council:

  • Constitutional Law, 26 January 2012, No. 1 [Institution of the Court for Trust and Fiduciary Relations]
  • Constitutional Law, 22 July 2011, No. 1 [Official Banner and Emblem of the Republic of San Marino]
  • Constitutional Law, 16 December 2005, No. 185 [Constitutional Law on the Regent Captains]
  • Constitutional Law, 15 December 2005, No. 183 [Constitutional Law on the Congress of the State]
  • Constitutional Law, 30 October 2003, No. 144 [Constitutional Law on the Judicial Power]

Sudan

We now include the text of the Transitional Constitution of Sudan (Amendment) of 2025 in Arabic from the Ministry of Justice. This amends the Draft Constitutional Charter for the 2019 Transitional Period, 4/17 August 2019.

We have added the Arabic text of the Constitutional Declaration – Interim Constitution of 2025 from the Presidency of the Syrian Arab Republic.

We now include the Constitution of 1971, as amended to 2004, in both Arabic and English, from the Federal National Council.
