Effective April 1, 2019:  In order to improve HeinOnline and the overall user experience, enhancements have been made to HeinOnline’s infrastructure.   Other than increased performance, these changes will not be noticeable to the end user.  However, as a result of these enhancements, you will most likely notice a significant decrease in the number of ‘Hits‘ reported, beginning with your April 2019 usage statistics.  Other metrics (Articles, Page Views, Visits, and Searches) are not affected by the changes.

About the Congressional Record

The Congressional Record was first published in 1873 and is the official record of the proceedings and debates of the United States Congress, published by the United States Government Publishing Office (GPO) and issued when Congress is in session. Indexes are issued approximately every two weeks. At the end of a session of Congress, the daily editions are compiled in bound volumes constituting the permanent edition. The Record is the most complete and accurate account of congressional matters to date.

Previously, congressional debates were catalogued in the Annals of Congress (1789-1824), Register of Debates (1824-1837) and Congressional Globe (1833-1873).

The Congressional Record consists of four sections:

  • Daily Digest
  • House section
  • Senate section
  • Extension of Remarks

How the Project Began

In August of 2015, we received an overwhelming amount of feedback from a customer survey indicating that users wanted additional indexing to the Session Laws Library.

The project was initially launched by ranking all states in the order they’re accessed by HeinOnline users and we began indexing the session laws by 10-year increments, in reverse chronological order while simultaneously indexing all new session laws added to HeinOnline.
