New HeinOnline Database: Environmental Law and Policy

Documenting the Development of Environmental Law in the United States and Beyond

February 19, 2026

February 2026. HeinOnline, a product of William S. Hein & Co., Inc., is pleased to announce the release of Environmental Law and Policy, a comprehensive research database that integrates U.S. and international primary source materials documenting the development of environmental law and policy across time and jurisdictions.

Spanning 8,511 titles, 11,842 volumes, and over 3.5 million pages of content, the database brings together legislative histories, Congressional hearings, committee prints, CRS and GAO reports, agency publications, books, journals, and international agreements within a unified research environment.

The collection explores how societies respond to environmental challenges through law, regulation, and governance. Historical coverage extends from early conservation efforts through modern climate initiatives, enabling researchers to examine environmental policy development within both national and global contexts.

About the Database

The Environmental Law and Policy database is designed to reflect how environmental research is conducted. Primary law, legislative histories, government documents, and related materials are grouped to allow researchers to move seamlessly between statutory authority, regulatory frameworks, policy development, and historical context within a single collection.

An interactive timeline charts the modern environmental movement from 1958 to the present, linking historical events directly to statutes, court decisions, and policy documents. Through images, multimedia elements, and links to full-text materials, the timeline places environmental regulation within its broader social and legal context.

The database integrates U.S. and international sources to support comparative environmental research, including multinational agreements and global frameworks shaping environmental governance.

Key Features of the Database

  • Editorial Subject Coding: Every title in the collection is reviewed by HeinOnline editors and assigned one or more of 24 environmental law and policy subject categories, supporting focused and interdisciplinary research.
  • Integrated Primary Source Materials: Core environmental law materials are brought together in a single research environment, including books and historical treatises; Congressional hearings and committee prints; CRS and GAO reports; legislative histories; serials and periodicals; and integrated access to the U.S. Code and the Code of Federal Regulations.
  • International Materials: Global conferences and multinational agreements—from the 1972 Stockholm Conference to the Montreal Protocol, Kyoto Protocol, and Paris Agreement—are incorporated to support research into international environmental governance.
  • Curated Scholarship and Research Guides: Selected scholarly articles and bibliographic materials are integrated alongside primary sources, helping researchers move efficiently from historical documentation to scholarly interpretation.
  • Featured Publications from UNC PressSelected titles from the University of North Carolina Press provide historical, legal, political, and global perspectives that complement government documents and legislative materials.
