In 1994, Congress passed the Violence Against Women Act, which addressed the problem of domestic and sexual violence; it was subsequently reauthorized in 2000 and 2005. By 2012, the Act was being criticized for its emphasis on policing rather than on job training and support for women who had left abusive partners. Also, the reauthorization bills introduced in 2012 and 2013 became the focus of partisan politics because of proposals to add extended coverage to LGBT individuals and to give Native American tribal authorities jurisdiction over sex crimes involving non-native Americans on tribal lands-the reauthorization bill wasn't passed until 2013.
