After having been rejected as part of the controversial bill providing President Obama with "fast track" trade negotiating authority, the Trade Adjustment Assistance Act of 2015 was enacted as part of the same bill as the Trade Preferences Adjustment Trade Act. It reauthorizes assistance to trade-impacted Americans by extending benefits to June 30, 2021. The Act also provides means for measuring and reporting assistance programs' performance. In addition, it contains criteria relating to the applicability of the Act's provisions, sunset provisions, and sections that extend and modify the health coverage tax credit. This legislative history compilation of the 2015 Act contains versions of the enacted bill, related bills, debate as published in the Congressional Record, President Obama's signing statement, related reports, a 2012 hearing on trade assistance's effectiveness, and a series of GAO reports that evaluated the effectiveness of different aspects of trade assistance.
