This book captures the policy options to operationalize the desires in the 2002 Declaration of Conduct of Parties (DOC) signed between China and ASEAN. It expands on Article 6 of the DOC which seeks to identify functional cooperation in order to foster confidence-building measures, garner the political will necessary to operationalize the effort, and help guide governments to understand and the need for it. Also, the ideas proposed for functional cooperation and confidence building must trend on the agreed-upon areas and must be uncontroversial in the disputed region, so non-sensitive policy proposals like Mass Rescue Operations and Maritime Law Enforcement are being proposed as part of the areas that have been identified in the 2002 DOC. These activities will enhance people-to-people contact on a regular basis and be the building blocks of trust, essential for confidence-building measures. It will also address the long-standing requirement to better harness any effort through collective measures in order to manage scarce resources and avoid duplication of efforts among nations or agencies within the nation. It is hoped that the policies proposed in this book will someday be a catalyst to bring the regional society together towards a more measured approach.
