In thispathbreaking study Polish emigre Raphael Lemkin coined theterm "genocide" and defined it is a subject of internationallaw. While the term has come to mean the extermination ofpeople, Lemkin used it to describe all programs that soughtto increase "Aryan" birthrate while working to exterminatethe social, cultural and economic independence ofnon-Germanic peoples.
