Green analyzes two interpretations of the constitutionalhistory of Maryland, Virginia, North Carolina, SouthCarolina and Georgia. One says that they were so dominatedby the slave-holding planter class that few if anydemocratic aspects apeared before the Civil War overthrewthis group. The other theory accepts the dominance of theplanters, but holds that the South was still democraticbecause the planters ruled by the consent and in theinterests of the general population.
