The Children's Health Insurance Program Reauthorization Actof 2009 continues coverage through 2013 for 7 million lower-income children, and expands to include another 4.1 millionpreviously uninsured children. Additional funding of $32.8billion is provided by increasing federal excise taxes ontobacco products. Although the expansion of children'shealth insurance coverage received strong support in the110th Congress, efforts failed because of the opposition ofPresident Bush. But the heavily Democratic 111th Congressmoved quickly to enact the bill, which was signed into lawon February 4, 2009. This set contains all the versions ofthe vetoed bills and the successful 2009 legislation. Alsoincluded are the debates in the 110th and 111th Congresses,the Bush vetoes, and hearings held on the issue ofchildren's health insurance from 1997-99.
