Enacted in February 2016, the Trade Facilitation and Trade Enforcement Act of 2015 provides a major update for the activities of U.S. Customs and Border Protection. The Act addresses many important trade issues, including import-related intellectual property rights, currency manipulation, and import health and safety. The Act was praised by the White House, which characterized it as "an important milestone in our overall trade agenda." Democratic Senator Ron Wyden claimed that it created "tough new trade enforcement policies," while Republican Senator Orrin G. Hatch called the Act "a major step forward in advancing a robust agenda for international trade that better reflects the realities of the 21st-century global economy." Critics, including many Democratic senators, were less impressed. They called the Act's language on currency manipulation "toothless," and also objected to a provision that prohibited state and local governments from taxing Internet access, which allegedly would remove a revenue source needed to fund public services.
