Following the terrorist attacks on September 11, 2001, theFBI initiated a massive investigation to identify theterrorists directly involved in the attacks and those thataided the terrorists. This report focuses on the length ofconfinement for the more than 750 individuals questioned byvarious law enforcement agencies, bond determinations fordetainees, the removal process and the timing of removal,and overall conditions of confinement experienced bydetainees, including their access to legal counsel.In addition to the above, the Office of Inspector Generalalso provides recommendations to address the issuesdiscussed in this report.
