Volume 1, published in 1873, was heralded as an epic by thegovernment official who guided publication of volume 2 in1889. It was "the first which contained a historicalintroduction or commentary, not in the shape of foot notesbut in the form of a connected narrative of thecorrespondence with each country, giving a history of thenegotiations and relating to matters in dispute in severaltreaties. The collection was provided with two indexes, anAnalytical Index of Subjects referred to in several treatiesand a Synoptical Index containing the titles of severaltreaties and conventions, and a synopsis of their respectivecontents" - John H. Haswell, Department of State in Prefaceto v.2, January 1889. Volume 2 expanded the earlier editionand retains J.C. Bancroft Davis' notes from Volume 1.
