This manual, published by the U.S. Government PrintingOffice during the final year of World War II, was theculmination of comprehensive studies by the JusticeDepartment's Lands Division, to devise a firm plan for theacquisition of land during wartime. It presents sources ofgovernmental authority to acquire property, real andpersonal, methods of acquisition, the basis for compensationand damages, set forth with statutes and extensivefootnotes. Reviewer Roger Swaim in 31 A.B.A.J. 215 (April1945) called it a "useful guide for government officials andlawyers, in a field where there appears to have beenconsiderable confusion."
