Wines begins with the assumption that "next to the birthand mission of Jesus Christ, the existence and institutionsof the Hebrew people are the most important event inuniversal history" (Preface, iii). His exploration of theHebraic experience finds a senate, commons and ChiefMagistrate. He stresses the divine origin of theseinstitutions throughout and stresses their relation to thecurrent social and legal order.
