First published in 1840, this was the first importantstatement on the preservation of peace through internationalmediation published in the United States. Anticipating thecreation of the Permanent Court of International Justice andthe League of Nations by a good 75 years, Ladd proposed aninternational "congress with legislative powers" that workedwith a court that enforced its laws and settledinternational disputes.
