The Kentucky Resolutions anonymously authored by ThomasJefferson were adopted by the Kentucky legislature in 1798.Written to oppose the passage of the Alien and SeditionActs, they initiated a debate about the respective powers ofthe federal government and states. The most remarkableclaim advanced by the resolutions was that states had theright to nullify federal legislation. A key text foradvocates of states' rights, the resolutions had a profoundeffect on the debates that led to the Civil War. Dudley, aKentucky attorney, provides a lively account of theirhistory. In contrast to other authors, which tend to focusof Jefferson, Dudley emphasizes the central role played byJohn Breckenridge, the leading member of the Kentucky Houseof Representatives.
