HeinOnline’s World Constitutions Illustrated: July 2022 Update

Back in March, we updated researchers on the content that was released in the World Constitutions Illustrated database from November 2021 to March 2022. Read below to find out what new documents have been added to this ever-growing database.

Updates from March 2022 to Date

Since our last content news update, we have updated 21 countries and added 109 new titles to the World Constitutions Illustrated database.

Albania

We have added the consolidated text of the Constitution of 1998, as amended to 2022, in Albanian from the Publications of the Official Gazette.

Belarus

We have added Decree No. 14 of January 20, 2022 to the collection of Amending Laws for Belarus. We added the text of the decree in Russian from the Presidency. The Decree called for a nationwide referendum and provided a draft of amendments to the Constitution of 1994. The referendum was then held on February 27, 2022, and the changes to the Constitution of Belarus were approved. Additionally, we have added the consolidated text, as amended to 2022, in both Russian and Belarussian from the Presidency.

Brazil

The Constitution of 1988 was further amended seven times (Constitutional Amendment Nos. 116-122) since February 2022. We have added the following:

  • Constitutional Amendment No. 116 of February 17, 2022. The amendment to the Constitution provides for the non-levy on temples of any cult of the Tax on Urban Property and Territorial Property (IPTU), even though the entities covered by the tax immunity are only tenants of the immovable property.
  • Constitutional Amendment No. 117 of April 5, 2022, amending Art. 17 of the Federal Constitution to impose on political parties the application of resources from the party fund to the promotion and dissemination of women’s political participation, as well as the application of resources from this fund and from the Special Fund for Campaign Financing and the division of free advertising time on radio and television in the minimum percentage of 30% (thirty percent) for female candidates.
  • Constitutional Amendment No. 118 of April 26, 2022, which gives new wording to items “b” and “c” of Item XXIII of the caput of Art. 21 of the Federal Constitution, to authorize the production, sale, and use of radioisotopes for research and medical use.
  • Constitutional Amendment No. 119 of April 27, 2022, which amends the Transitional Constitutional Provisions Act to determine the impossibility of accountability of States, the Federal District, Municipalities, and public agents of these federated entities for non-compliance, in the financial years 2020 and 2021, with the provisions of the caput of Art. 212 of the Federal Constitution; and takes other measures.
  • Constitutional Amendment No. 120 of May 5, 2022, which adds §§ 7, 8, 9, 10 and 11 to Art. 198 of the Federal Constitution, to provide for the financial responsibility of the Union, co-responsible for the Unified Health System (SUS), in the remuneration policy and in the valorization of professionals who perform activities as community health agents and agents to combat endemic diseases.
  • Constitutional Amendment No. 121 of May 10, 2022, which amends Item IV of § 2 of Art. 4 of Constitutional Amendment No. 109, of March 15, 2021.
  • Constitutional Amendment No. 122 of May 17, 2022, which amends the Federal Constitution to raise to seventy years the maximum age for choosing and appointing members of the Federal Supreme Court, the Superior Court of Justice, the Federal Regional Courts, the Superior Labor Court, the Regional Labor Courts, the Federal Audit Court, and Civil Ministers of the Superior Military Court.

We have included the Portuguese text of the amending laws from the Chamber of Deputies, Presidency, and the Diario Oficial. We also included the latest consolidated text, as amended to 2022 [Constitutional Amendment No. 116, 117, and 122], from two official sources. In addition, we included an English translation of the Constitution of 1988, as amended to 2022 [Constitutional Amendment No. 116], from the Senate.

Additionally, we have included the following translated documents, translated by Keith S. Rosenn:

  • Introductory Notes and Summaries of Amendments to the Constitution of the Federative Republic of Brazil, Amendments 1-119 (1992-2022)
  • All Amending Laws 1992-2022 [to Constitutional Amendment No. 119 in translation as a group]

Lastly, we have added our latest translation of the consolidated text of the Constitution of Brazil, as amended to 2022 [Constitutional Amendment No. 122], which was translated by Professor Keith Rosenn.


Burkina Faso

We added the Charter of Transition of March 1, 2022 in French from the National Assembly. We have also added our own translation of the Charter.

Chile

The Constitution of 1980 as codified in 2005 was further amended by the following:

  • Law No. 21.432 of March 9, 2022, regarding the resignation of constituent agreements.
  • Law No. 21.448 of April 29, 2022, which concerns modifying the Fundamental Letter to incorporate the rules of Law No. 21.385, which amends the electoral legislation to privilege the proximity to the elector’s home in the allocation of the polling place for the constitutional plebiscite.

We have added the amending law in Spanish from the Library of the National Congress and the Official Gazette. We also added the consolidated text from the Library of the National Congress, as well as updated our own current translation correspondingly.

In addition, we also added Chile’s draft of a new constitution, which was released recently by the Constitutional Convention. We added the text in Spanish of the Draft of May 14, 2022 from the Constitutional Convention site.


Cyprus

The Constitution of 1960 was further amended by the Sixteenth Amendment of the Constitution Law, 2022. We have added the amending law in Greek from the Official Gazette. We also added the consolidated text, as amended to 2022, from the Cyprus Bar Association, and we included the First Amendment of the Constitution Law, 1989 in Greek from the Official Gazette.

Hungary

The Constitution of 2011 was further amended by the Tenth Amendment to the Basic Law of Hungary (Amendment of May 24, 2022). We now include the amending law in Hungarian from the Official Gazette and the Parliament. Additionally, we have added the consolidated text, as amended to 2022, in Hungarian from the Ministry of Justice. This text enters into force on November 1, 2022. The amendment allows the government to declare a “state of danger” in the event of armed conflict or humanitarian disaster in a neighboring country.

Italy

The Constitution of 1947 was further amended by the Constitutional Law of February 11, 2022, concerning environmental protection. We have added the text of the amending law in Italian from the Parliament site and from the Official Gazette. We also added the consolidated text, as amended to 2022, in Italian from the Portale Normattiva and in English and French from the Parliament.

Kazakhstan

The Constitution of 1995 was further amended by Law No. 107 of June 8, 2022. We include the amending law in both Kazakh and Russian from the Ministry of Justice. Also, we have added the consolidated text, as amended to 2022, in both Kazakh and Russian from the Ministry of Justice.

Lithuania

The Constitution of 1992 was further amended by three amending laws, all of April 21, 2022. We have added the texts of the amending laws in Lithuanian from the Register of Legal Acts (TAR). The following have been added:

  • Law No. XIV-1028 of 21 April 2022 [re: Arts. 67, 119, 122, 124, 141, 143]
  • Law No. XIV-1029 of 21 April 2022 [re: Art. 74]
  • Law No. XIV-1030 of 21 April 2022 [re: Art. 56]

Additionally, we now include the consolidated text, as amended to 2022 [Law No. XIV-1030] from the Constitutional Court in the following languages: English, Lithuanian, and French. We have also added the consolidated text in Lithuanian from the Register of Legal Acts (TAR).


Malaysia

The Constitution of 1963 was further amended by Act A1642, Constitution (Amendment) Act, 2022. We have added the text of the amending law, in both English and Malay, from the Government.

In addition, the Constitution of 1988 was further amended by Act A1656, Constitution (Amendment) (No. 2) Act, 2022. We have added the amending law in both English and Malay from the Attorney General’s Chambers of Malaysia.

We have also added the following amending laws, in English and Malay, from the Attorney-General’s Chambers:

  • Act A1198, Constitution (Amendment) Act, 2003
  • Act A1239, Constitution (Amendment) Act, 2005
  • Act A1260, Constitution (Amendment) (No. 2) Act, 2005
  • Act A885, Constitution (Amendment) Act, 1994
  • Act A857, Constitution (Amendment) (No. 3) Act, 1993
  • Act A849, Constitution (Amendment) (No. 2) Act, 1993
  • Act A848, Constitution (Amendment) Act, 1993

Additionally, we now include the consolidated text, Reprint of October 15, 2020, in Malay from the Commission of Law Revision.


Mauritius

We have added the consolidated text of the Constitution of 1968, as amended to Act No. 30 of 2016, to the collection for Mauritius. The consolidated text is from the National Assembly.

Moldova

We added various English translations to the collection for Moldova. We now include the English consolidated text of the Constitution of 1994, as amended to 2021, from both the Venice Commission and Constitutional Court. Additionally, we have added an English translation of the amending law, Law No. 120 of September 23, 2021, from the Venice Commission.

New Zealand

We have added four reprints, all updated to October 28, 2021, to the collection of statutory acts governing constitutional matters in New Zealand. These include:

  • The Electoral Act of 1993
  • The Local Electoral Act of 2001
  • The Public Audit Act of 2021
  • The New Zealand Sign Language Act of 2006

We have also added the reprint of March 24, 2022 to the Public Service Act of 2020.


Nicaragua

We now include the Constitution of 1986/87, as amended to 2021, in Spanish from the Judiciary [CEDIJ].

Seychelles

The Constitution of 1993 was further amended by the Constitution of the Republic of Seychelles (Tenth Amendment) Act, 2022. We have included the amending law, Act 13 of 2022, from the Official Gazette. The amendment allows military personnel to assist police outside of states of emergency.


Singapore

The Constitution of 1963 was further amended by the Constitution of the Republic of Singapore (Amendment) Act, 2022. We have added the text of the amending law from the Government Gazette. The amendment raises the minimum fine to disqualify an MP (member of Parliament) who has committed an offence from $2,000 to $10,000.

Sweden

We added four English translations to the Fundamental Laws Collection for Sweden. The translations have been updated by the Parliament [Riksdagen]. The consolidated texts, now available in English, include:

  • The Riksdag Act, 2014, as amended to 2020 [SFS 2020:770]
  • The Instrument of Government, 1974, as amended to 2019 [SFS 2018:1903]
  • The Fundamental Law on Freedom of Expression, 1991, as amended to 2019 [SFS 2018:1802]
  • The Freedom of the Press Act, 1949, as amended to 2019 [SFS 2018:1801]

Switzerland

We added the consolidated text of the Constitution of 1999/2000, as amended and in force 2022 [February 13, 2022], to the collection for Switzerland. The texts are included in French, German, Italian, and English from the Federal Council. The text includes the latest amendments, which were passed at the Referendum of February 13, 2022.

Additionally, we have added the official compilation of the amending law, passed at the Referendum of February 13, 2022, from the Government of Switzerland in the following languages: French, Italian, and German.


United Kingdom

We have added the following to the United Kingdom’s collection of Laws Concerning Constitutional Matters:

  • The Dissolution and Calling of Parliament Act of 2022
  • The Elections Act of 2022

The original text in English from the Stationary Office [TSO] and the explanatory notes to accompany the original text, also from the Stationery Office, have been included.


Vatican City State

We have added the following to the collection of Fundamental Laws for the Vatican City State:

  • The original text of the Constitution Pastor Bonus of 1988, June 28, 1988 [Replaced by the Apostolic Constitution “Praedicate Evangelium,” March 19, 2022]. We have included the text in Italian from the Vatican Government.
  • The Apostolic Constitution “Praedicate Evangelium” on the Roman Curia and its service to the Church and to the world, March 19, 2022. The Apostolic Constitution expands the number of top leadership roles lay men and women can hold and reorganizes Vatican departments under the central priority of evangelization.
